The WV Sheriffs’ Association’s “In-Vest” program was developed late in 2012 after a drastic need was uncovered when the details of the heroic actions of a Roane County Deputy Sheriff that was shot and critically wounded as he pursued a man who had just shot and killed two WV State Troopers.

As Deputy John Westfall pursued the killer, placing his own life on the line to protect others and bring the felon to justice, he was wearing a bullet proof vest, only because he had one because of his part time job with the Spencer Police Department.

The details concerned many throughout the State since there were deputies working without protection.  Due to the generosity of the citizens and businesses of West Virginia, “In-Vest” was established as a program to purchase the important piece of protective equipment for those who place their lives on the line for us each and every day.

Sheriffs interested in securing the purchase of a bullet resistant vest for any of their certified law enforcement deputy sheriffs and are restricted from being able to obtain vests should contact WVSA Executive Director Rodney Miller for an In-Vest Application.
